1. Press 'Control+Shift+J' to open Developer Console
2. Type this: 'WinJS.Application.restart(“ms-cxh:localonly”)'

This is the 2nd part of the post.
On the 1st part I showed you the Registry Edit by using the command prompt route of installing offline.
This one is the GUI (Graphics User Interface) style.

Steps:

1. Shift+F10 to open cmd

2. Type 'regedit'

3. Go to 'HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE'

4. Registry value add: DWord 32-bit value, Name 'BypassNRO', Set value to '1'

5. Close Registry Editor

6. Shutdown /r /t 0

Throughout the years Microsoft is trying and tempting to make home users install and use Windows 11 online by using online account such as Hotmail and Outlook which has been successful many timed over when Microsoft introduces new build and license version such as 2024 and above for end users to stop using local account.
Lots of technicians and IT professions are giving Microsoft a lot of push back because Microsoft is at war against local users and make everything digital.
Not everyone want to be online and digital because there are privacy reasons.

IT Tech savvy communities find ways to bypass online installation with a basic command prompt which was use to be 'bypassNRO' but Microsoft has circumvent.

I saw some Youtubers making videos to give you tips to for a workaround. Then I saw one guy on the the comment where he did instructions. When I done it it worked.

I made a video on how to Offline local account.

Steps on how to setup Offline so you can create a local account instead of using Microsoft Account:

1. Unplug ethernet cable

2. Press: Shift+10

3. Type: reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE /v BypassNRO /t REG_DWORD /d 1 /f

4. Type: shutdown /r /t 0

5. Go through the setup again (while staying offline) and click the link that says "I don't have Internet."

6. Create a local user account, password optional, and go through the rest of the screens. There won't be any upsells, because you're offline.
